Finance Secretary
ARTICLE 60.- Obligations and powers of the Secretary of Finance:
I Be in charge of the funds corresponding to the Administration of the National Executive Committee and under its strictest responsibility, those belonging to the Union.
II. Timely collect these funds and deposit them in the Banking Institution designated by the National Executive Committee and the National Surveillance Council. The Secretary of Finance will manage this joint account with the Secretary General and the President of the National Surveillance Council.
III. You may only withdraw from the Banking Institution the necessary and indispensable funds for the Union's expenses.
IV. Together with the corresponding Secretaries, he must formulate the group's budget project, and through the General Secretariat, present it for discussion to the Plenary that is convened for that purpose.
v. Do not make any payment outside the budget, unless it is approved by the National Executive Committee and the National Surveillance Council, obtaining in each case the respective proof of authorization.
SAW. Not divert the Organization's funds for purposes other than those of the Union, unless they have been approved in the manner established in the previous section.
VII. He will be responsible for all the deficiencies and irregularities incurred in the performance of his duties, regardless of the criminal responsibility he acquires.
VII. Provide all kinds of facilities to the National Surveillance Council and the National Treasury Commission so that they can verify, confront and review the accounting, when they deem it appropriate.
IX. Always keep accounting up-to-date, using an agile and practical system with the corresponding legal requirements, keeping an individual current account for each of the Sections.
X. Grant receipts of all the amounts that enter the Union.
XI. Render to the National Executive Committee and the National Surveillance Council, the reports they request.
XII. Make payments to the staff of the Union offices through payroll or line list.
XIII. Be in constant contact with the Finance Secretaries of the Sections to know their movement of funds and their management, taking control of the monthly cash cuts that they have the obligation to present, giving the appropriate instructions for the best administration of the same. , for this purpose, it will visit them periodically.
XIV. Pay the documents that are presented for collection and that carry the statutory legal requirements.
XV. Negotiate before the Authorities of the Secretariat that the amount of the shares of the corresponding Trade Union Fees be delivered directly by the payroll offices to the Sections.
XVI. Formulate a detailed monthly cash cut, reviewed by the National Treasury Commission, sending a copy to the Sections.
XVII. Render monthly a detailed balance on the management of funds before the National Executive Committee and the National Surveillance Council, with a copy for the Sections, which must be included in the General Report that is presented before the Congress and the National Directive Council.
XVIII. At the end of his administration, he must deliver to the Ministry of Finance, by means of a duly legalized Act and with the intervention of the Union Governing Bodies that are responsible for them, mentioning in it the funds that are delivered, the documentation, supplies, furniture, etc., which he was in charge of during his administration.
XIX. Promote the establishment of savings banks, but ensure that these do not become an instrument of agio against the interests of the worker and seek all the legal elements necessary to eradicate from the workplace all those elements that traffic with economic need. of the union members.
XX. In joint responsibility with the Secretariat of Administration, Minutes, Agreements and Union Patrimony, they will keep a detailed inventory of all the assets that form the patrimony of the Organization, including those that are in the custody of the Sections, providing copies of invoices and documents that certify the purchase of equipment, as well as its characteristics and price.
XXI. Agree with the Secretary General on matters within its competence.
XXII. The other activities that are indicated by the Secretary General or by whoever represents him.
